Janet Passley-Clarke, DNP, MS, CRNP, RN, PMH-BC, is an experienced leader, healthcare executive and clinician who has immersed herself in the specialty area behavioral health for the length of her career as a nurse. Born in Jamaica, West Indies and immigrated to the United States as a child, Dr. Passley-Clarke values the concepts of inclusivity, inclusion, and diversity within the healthcare environment. Currently, she holds the title of Manager Advanced Practice Clinicians-Psychiatry at Penn State Health-Milton S. Hershey Medical Center. Along with her managerial and clinical duties, she is actively involved in educational ventures within and outside of the organization. She is currently an advisory board member, facilitator and mentor for the Vizient Transitions to Practice Pilot program, whose goal is to retain advance practice providers, increase employee engagement and improve the quality of patient outcomes. She also facilitates onboarding activities and Interprofessional Educational activities for students from all disciplines throughout the organization. She successfully developed a Mentoring Program for the Department of Behavioral Health and Psychiatry and is currently developing a Fellowship for advanced practice providers in the specialty area of psychiatry. Her work in the community includes advisory board member for Messiah College School for Nursing and Dauphin County Pharmacy and Therapeutics Review Committee. Previously she has served as Vice-Chair Maryland Nursing Workforce Commission, member of the Commission on the Crisis of Nursing-Maryland, member of the Nurse Practitioner Regulations Committee and the Nurse Practitioner Peer Review Committee.
Dr. Passley-Clarke has been an advocate for the welfare of the psychiatric patient and the underserved. Toward that end, she has worked in a variety of academic and healthcare organizations in her long career. She has an active interest in recovery-oriented care and has published and presented, both podium and poster, in this area. To accentuate and hone her skills she devotes time to the American Psychiatry Nurses Association- Personality Disorders Task Force Advisory Panel-Cluster B and the Recovery Council Steering Committee. Dr. Passley-Clarke has a passion for raising the awareness of the public to the needs of the mentally ill while providing a role model for psychiatric nurses. She believes that psychiatric nurses, who have extended facetime with patients are best suited to provide evidence-based best practices initiatives in recovery-oriented care.
Dr. Passley-Clarke obtained her A.A. degree from the Community College of Baltimore City; her B.S.N. from Coppin State College; her M.S. from the University of Maryland-Baltimore and her D.N.P. from York College of Pennsylvania. She is currently matriculating at the Indiana University of Pennsylvania to obtain a Ph.D. in Nursing Education. She is a board-certified advanced nurse practitioner in the specialty of psychiatry by the American Nurses Credentialing Center. She is an active member of the American Nurses Association, the American Psychiatric Nurses Association, the Maryland Nurses Association, the Pennsylvania Nurses Association, the Nurse Practitioner Association of Maryland, the Pennsylvania Association of Nurse Practitioners, the Black Mental Health Alliance, and the Eastern Nursing Research Society.
